The use real-time model to fast track progress of water entitlements: Rethinking groundwater allocation reform in Southern Africa, Free State Province, South Africa
The National Water Act (Act 36 of 1996) aims at redressing inequalities in water allocation. Historically, water resources were allocated to few white people who owned land and actively participated in agribusinesses. The need for widening access to water-related business was agreed and water allocation reformed (WAR) model was developed and implemented to re-dress such past inequality. However, limited progress has been registered because there is no real-time model to monitor, evaluate and report the progress of the four water entitlements.
